The PORM (Public Opinion Risk Management) body of knowledge, created by the RRM (Reputation Risk Management) Laboratory of the People's Daily Online Public Opinion Monitoring Center, comprises the philosophies, principles, and methods applied to public opinion risk management activities. Spanning multiple disciplines and fields, it primarily focuses on objective management, systemic feedback and dynamic driving, organizational evolution, cognitive management, functional cellularization, and anti-fragility. In the practice of public opinion risk management, the PORM body of knowledge is chiefly manifested in three major categories: cognitive management, risk management, and crisis management. Taking Company A in the industrial sector as an example, this paper describes the preliminary application of the PORM body of knowledge in public opinion risk management practices.
Public opinion risk management based on the PORM body of knowledge enables the forward shifting of risk gateways and full-process management. It enhances the foresight and targeted nature of crisis management while reducing its difficulty and cost, thereby representing a new business model for the public opinion service industry. However, because this framework involves complex systems management, identifying risk sources can easily trigger organizational rejection, and the risk information system requires data technology support. Consequently, public opinion risk management based on the PORM framework still requires further refinement through practical application.
